City to Draft Plan to Prepare for Impacts of Natural Hazards

Responding to federal mandates in the Disaster Mitigation Act of 2000 (Public Law 106-390), the City of Covington applied for and was awarded a planning grant funded by FEMA to develop a Hazard Mitigation Plan.
With assistance from a technical consultant, the City has now embarked on a planning process to prepare for impacts of natural disasters, which will take approximately 6-9 months to complete.
During this process, citizens will be asked to contribute by sharing local knowledge of the area’s vulnerability to hazards based on past occurrences.

After two weeks of gathering name suggestions from the public, the Covington Parks and Recreation Commission selected Covington Community Park as the recommended name for the City’s new park.
At their meeting on March 20, the Commission reviewed 25 proposed names for the new park that is located at the Southwest corner of the intersection of 180th Ave SE and SE 240th St. Ultimately, Covington Community Park was chosen as the recommended name. The name refers to the park’s intent as a gathering place for all community residents as well as a place for active recreation. Coincidently, this has also been the working name for the park since it has been under construction.

City's Community Park Needs New Name

The City’s new park located at the Southwest corner of 180th Ave SE and SE 240th St, across from Tahoma High School, is ready to receive its official name.
The park, which has been under construction since July 2012, is nearly complete and it features a full-size grass soccer field, paved parking lot and portable-style toilets. Over a mile of paved and soft surface trails, most of which are wheelchair accessible, wind through the pasture and 15-acre forested area. Little Soos Creek runs through the southwest corner of the property.

The City of Covington is accepting applications for the Human Services Commission. The purpose of the Human Services Commission is to assess needs of youth and families within the community, recommend human service grant funding, and develop policies and programs to assist with those goals. The Human Services Commission meets the second Thursday of each month at 6:30 p.m.
The City of Covington is also seeking art enthusiasts to apply for open arts commissionpositions. Arts commissioners serve the city as advisors to the city council in matters of art and coordinate various art programs and events in the city, including the monthly artwork display in city hall’s art gallery.
Arts commissioners also organize the annual Student Art Walk, which includes contacting businesses, inventorying submitted artwork, and creating the exhibit in collaboration with Covington business owners. Arts commissioners also organize the annual Covington Days Art Show in addition to other projects through the year. The Arts Commission meets the second Thursday of each month at 6:30 p.m.

The City of Covington will get a new community tree - a 25 foot tall Mountain Hemlock - to replace the tree fatally damaged last weekend by a vandal. The site will be prepared and the new tree will be planted on Friday, Dec. 7 around 1:30 p.m. The public can expect to see crews working at the Don Henning Roundabout throughout the morning and early afternoon.

As news of vandalism to the Covington community tree has spread, citizens and businesses from inside and outside of the city are stepping forward with offers to help. Since Saturday, the city has received numerous emails and phone calls from people wanting to donate trees, offer money for a reward to catch the vandal, and donate funds to cover costs of replacing the tree and lights.
The outpouring of support comes after city crews had to cut down the 35 foot tall tree because the damage was so severe.

The City of Covington is proceeding with plans to hold its annual Community Tree Lighting Event this evening in spite of extensive damage the tree sustained when an unidentified vandal attempted to saw it down this morning. The 35 foot tall Spruce is locate
in the Don Henning Roundabout on 168th Place between Fred Meyer and Pier I Imports.
Covington police responded to a call at around 5:30 a.m. that someone was sawing down the community tree. When police arrived on scene the suspect was gone, leaving behind a metal wedge and sign. “We’re going to try to do everything we can to recover evidence from the items,” stated Covington police officer Kyle Riches.
“The cut that was made was done with a hand saw through 80 percent of the tree trunk,” stated City of Covington Arborist and Maintenance Crew Member Bill Fealy. “That damage is a death sentence for the tree.”

The City of Covington will light the community tree on Saturday, Dec. 1 at 5 p.m. To provide a safe gathering location, the city's Public Works Department will be initiating the closure of 168th Place Southeast between the two roundabouts located between Pier 1 Imports and the new Valley Medical Building beginning around 2:30 p.m.
Festivities include kid's craft activities, a solo singing performance, community caroling, a performance by the Emerald City Ringers bell choir and, of course, Santa riding in on a firetruck! The stage and booths will be located on 168th Place Southeast directly next to Pier 1 Imports.

The City of Covington is preparing a strategic plan for trees. Yes, trees. Trees are very important assets to a community and as Covington’s population has grown 40 percent over the past 15 years, so has the number of trees being planted on new arterials, along neighborhood streets and in parks. By obtaining a $10,000 grant from the Washington State Department of Natural Resources, the City is developing what’s known as an Urban Forestry Strategic Plan.

Covington police have developed a new Citizen Police Volunteer Program and are reaching out to members of the community that are interested in helping deter criminal activity.
Citizens interested in participating in the volunteer program are urged to complete the volunteer application packet and be interviewed by a panel consisting of the police chief, a police department member and a human resources representative. Applications will be accepted on an ongoing basis and applicants must also clear a criminal history background check.

A large number of Covington residents belong to one of the dozens of homeowners’ associations (HOAs) that govern the various neighborhoods throughout the city. Covington’s HOA members will have the opportunity to meet with city staff at Covington City Hall in a public forum on Wednesday, April 11 at 7 p.m.
The city’s Community Development Department will provide an informational presentation about code enforcement including how complaints can be made, how they are processed, and how they get resolved. Staff, including the city’s Code Enforcement Officer and Police Chief, will also be on hand to join in discussion and answer questions.
The city holds HOA forums when homeowners’ associations express an interest in learning more about specific topics and it helps keep the city and HOAs connected. In recent news, and due to the current economic climate, code enforcement tends to be a common theme that HOAs are interested in learning more about.

HousingSearchNW.org is a new website that helps landlords anywhere in King County fill vacancies in their rental homes by letting providers advertise their properties free of charge, while renters can search online for free to find rentals that fit their needs and budget.
The new web-based service is supported by a toll-free call center that can provide assistance in English and Spanish as well as other languages spoken by King County residents. Homeowners with rental housing can register their properties now online or by calling 1-877-428-8844.

Covington City Hall will be closed Monday, February 21, 2011, in observance of the Presidents' Day holiday. City Hall will resume regular business hours on Tuesday, February 22, 2011.

An Ordinance of the City Council of the City of Covington, King County, Washington amending Section 18.20.1349 and 18.20.1350 of the Covington Municipal Code relating to definitions by adding a new definition for Major Utility and Minor Utility. (Amending Ord. No. 42-02 §2)
Passed by the City Council of Covington, Washington, at the City Council meeting of February 8, 2011 to take effect five days after publication.

LOVE ART?
The City of Covington is seeking art enthusiasts to apply for open Arts Commission positions. Arts Commissioners serve the city as advisors to the City Council in matters of art, and coordinate various art programs and events in the city, including the monthly artwork display in the City Hall Art Gallery.

NOTICE IS HEREBY GIVEN that the Covington Planning Commission will hold a Public Hearing at its meeting on Thursday, February 17, 2011, at 6:30 p.m. to be held in the Council Chambers of Covington City Hall, 16720 SE 271st Street, Covington, WA 98042.
The purpose of the Public Hearing is for the Planning Commission to receive comments, both written and oral, from the public, regarding two zoning code amendments to CMC 18.55.050 for Banner Signs, and to CMC 18.110.080 for Changing the Decision Authority for Extensions of Time for Site Development Permits.

Completed applications will be accepted until 5 p.m., Wednesday, February 16, 2011. Interviews with Council are tentatively scheduled before the regular City Council meeting on Tuesday, March 8, 2011. An interview schedule will be established and applicants will be notified appropriately.
