Public Works Director Glenn Akramoff

Glenn Akramoff joined the City of Covington as the Maintenance Lead in April of 2006 and was promoted to the Public Works Director in March of 2008. Glenn brings 20 years of Municipal Public Works experience to that role. His expertise includes Emergency Management, Operations and Maintenance and Storm Water Management. Glenn began his Public Works career in Otego, New York in 1984. In the State of Washington Glenn has worked for the City of Olympia, the City of Lake Forest Park and the City of Sammamish before arriving in Covington. He leads three divisions of the Public Works Department which include Administration, Engineering and Operations and Maintenance.
 
Administrative Assistant Shellie Bates

Shellie Bates began working with the City of Covington in October of 1997 as a Building/Planning Specialist in the Planning and Community Development Department. She became the Permit Services Supervisor in the Planning & Public Works Department during one of the department's reorganizations in August 2002. Shellie's background includes fifteen years of permitting experience, including eight years with the City of Tukwila and seven years with the City of Covington. During the City's reorganization in December 2004, Shellie became the Administrative Assistant for the newly formed Public Works & Emergency Management Department. She is now the Office Supervisor for Public Works. Shellie acts as the Emergency Management Coordinator for the Emergency Management Committee, assists in the development and tracking of departmental budgets, manages contracts for the department, and acts as the departments quarterly report editor. She also processes monthly budget reports, provides staff support to the department, maintains policies and procedures, and coordinates recycling events. In addition, Shellie performs many other administrative duties in the Public Works Department.

Don Vondran began working with the City of Covington in June of 2003 as the Senior Traffic/Transportation Engineer in the Planning and Public Works Department. He was promoted to the position of Assistant City Engineer during the City's reorganization of December 2004 and to City Engineer with the position shifts in 2006. Don's background includes eleven years of engineering experience with the Washington State Department of Transportation. Don manages the Capital Facilities Program and Surface Water Protection Services. Don also manager the City Information Technology Section. Don is a licensed Professional Civil Engineer with the State of Washington and is an active member of the Institute of Transportation Engineers (ITE) as well as the American Society of Civil Engineers (ASCE).
 
Engineering Technician III Ross Junkin

Ross Junkin came to the City of Covington in 2004 after spending six years with the City of Seattle as a Capital Improvement Project (CIP) inspector. Ross began work in the Community Development Department as the Construction Inspector before transferring to the Public Works Department in 2007. As the CIP Inspector he was the resident inspector for the SE Wax Road/180th Avenue SE project that was completed in 2009. In 2009, Ross helped create the Surface Water Management (SWM) Team which is charged with preserving the water resources within the City of Covington. Along with the other members of the SWM Team, he is responsible for making sure that the City of Covington is compliant with the NPDES Phase II permit. As part of the SWM Team, he is responsible for the planning and construction stages of storm water projects such as pond reconstruction.

Ben Parrish joined the City of Covington in July 2006 as an Engineering Technician in the Public Works Department's Surface Water Management Section. Ben inspects the Storm Water Utility System for Covington, making sure that the system is in compliance with federal, state and local storm water discharge laws. He also is involved in comprehensive inventory of all Covington owned drainage facilities and all drainage pipes and structures in the right of way. Ben conducts annual inspections of all public and private storm water facilities, writing correction notices and following up on the repairs. He also manages work on stream restoration projects.

Before coming to Covington, Ben worked for the City of Bellevue where he was a Construction Lead for the Sewer Department then was promoted to their Engineering Department. Ben earned an Industrial Technology degree from Central Washington University.
 

Engineering Technician I Diane Gartrell

Diane Gartrell is the newest member of the Surface Water Management unit in the Public Works Department. Hired on December 1, 2008, Diane brings a wide range of experience to the City. Prior to her employment with the City of Covington as their Stormwater Facilities Inspector, Diane was a site inspector for the NPDES Permit a local builder held. She is a Certified Erosion Sediment Control Lead, Flagger, and has an associate's degree in Computer Aided Drafting. Diane has 11 years of experience as an administrative assistant, three years as a permit technician and 20 years as a freelance artist.

Diane moved to the Seattle area in 2003 from Idaho. She is a native to the Mid West and was born in Nebraska. She has also lived in Michigan, Illinois and California.
 

Senior Information Systems Administrator Mayson Morrissey

Mayson joined the City of Covington in August 2008. He has been supporting computer systems for 17 years including systems at the Issaquah School District, Seattle Pacific University, University of Washington, and the Vienna Christian School in Vienna, Austria. He is responsible for overseeing Information Technology at the City including maintaining and enhancing the computer systems, planning and advising on new technology, and budget planning.
 
Maintenance Supervisor - Dan Wesley

Dan started his employment with the City of Covington in May 2007. The City was just establishing its in-house Maintenance Division in the Public Works Department. In March 2008 Dan was promoted to Maintenance Supervisor. He oversees the Maintenance Team, which represents over 59 years of collective experience. Responsibilities include maintenance of the City's parks, buildings, street and stormwater facilities and installation and repair work of streets and stormwater facilities. This team is also the City's Emergency Response group for street and drainage issues. Prior to his employment with the City of Covington, Wesley served for 32 years with King County, 26 of which he worked in the Public Works Department on asphalt, drainage construction, roads maintenance, surface water management, and flood control crews. Wesley has been a resident of Covington since 1997.

Joe started with the City of Covington in May of 2006. Joe is certified in a multitude of equipment operations, customer service, sales, and experience as a signal specialist. Since Joe has been with the City of Covington he has trained and been certified in many other areas. Joe has joined the City's Safety Committee and is a liaison between the maintenance team and the committee.

Don relocated to Washington from Chicago, Illinois in 2006. Don joined the City of Covington's Maintenance Department in May of 2006. His experience includes 10½ years with the Public Works Department in Summit, Illinois, a full service City and four years in the US Navy Construction Battalion, two of which were spent in a Public Works attached to the Naval Security Group in Adak, Alaska. Don looks forward to gaining experience solving problems unique to maintaining the infrastructure in cities in the Pacific Northwest and is enthusiastic about helping the City of Covington grow and maintain its reputation as a desirable City to live and work in.

John started with the City of Covington in May of 2008. He brings over 17 years of experience from Maintenance to Operations Management in the ground and air transportation industry. Before coming to Covington he worked for the City of Des Moines as a mechanic and then eventually in the Public Works Maintenance Department working in the Parks, Storm Water and Street Divisions. John's goal is to strive to provide the service that the community expects.
