Scott Thomas joined the City of Covington in July 2008 as the Parks & Recreation Director. Scott is responsible for the overall direction and operation of the Parks & Recreation Department for the City. Scott spent the last 12 years of his career at the City of Burien, with the most recent nine years as Burien's first Parks Acquisition and Development Planner. In that position, Scott planned Burien's park system and recreation facilities, developed and updated the parks capital improvement budget, identified and obtained grants and partnerships necessary to implement the capital plan, raised funds for park acquisition and development, acquired land, and managed park and facility design and construction. Prior to Burien, Scott designed and managed environmental programs with the Seattle Engineering Department and was also a Program Manager with the Washington State Department of Community, Trade & Economic Development. Scott has earned two degrees from the University of Washington-a Bachelor of Arts Degree in Political Science as a member of Pi Sigma Alpha Honors Fraternity and a Masters of Public Administration in Management and Policy Analysis. His professional affiliations include the National Recreation and Parks Association, Washington Recreation and Parks Association, King County Parks Directors, Land Water Conservation Fund Advisory Board, Washington Community Forestry Council Executive Advisory Committee, and Tree City USA.
 
Recreation and Aquatics Manager

Pat Patterson joined the City of Covington in December of 2004. He previously worked for King County, managing a number of Aquatic Facilities including the King County Aquatic Center in Federal Way, and has over 25 years experience in parks and recreation. As Recreation and Aquatics Manager, Pat is responsible for the Recreation and Aquatics Division's services, activities and community events as well as being the staff liaison to the Arts Commissions. Pat is actively involved in the Washington Recreation and Park Association and serves on the American Red Cross, Aquatic Instructor Trainer committee. Pat was named "Best Coach" in the 2005 "Best Coach Contest" sponsored by Dairy Queen and KOMO 1000 News, and has also been voted West Central District III "B" High School Swim Coach of the year four times.
 
Aquatics Supervisor Newton

Ethan Newton joined the City of Covington in December of 2004. As the Aquatics Supervisor, he is responsible for the overall supervision of operations and staff of the City’s aquatic programs. Ethan is active in the parks and recreation professional community and is currently pursuing a Master of Public Administration degree. Ethan lives with his wife in Seattle.
 
Senior Lifeguard

Rachel Ann Bahl joined the City of Covington in January 2005. She is a graduate of Kentlake High School and holds an Associate of Arts Degree from Green River Community College and a Bachelor of Arts degree from the University of Washington. She is an American Red Cross Certified Lifeguard, Water Safety Instructor, and Lifeguard Training and CPR/AED Instructor. Rachel previously worked for King County at the Tahoma Pool where she began as a lifeguard, swim instructor, and cashier in 2003, and was later promoted to a lead cashier position. Since the City of Covington took over operation of the Covington Aquatic Center in January 2005, Rachel has been appointed to a lead staff position and later promoted to Senior Lifeguard. Rachel is responsible for direct supervision of lifeguards and instructors, and assists the Recreation and Aquatics Manager and Aquatics Supervisor with staff training, program development, staff records, and daily operations.
