Community Development Director David Nemens

David Nemens brings over 28 years of local land use planning and zoning experience to the City. David grew up in New York City and earned masters degrees in both Urban Planning and Landscape Architecture from the University of Michigan at Ann Arbor. He is an AICP certified planner, and a licensed landscape architect in the State of Washington. David's extensive planning experience includes consulting as well as City staff positions. He has helped a number of communities to reorganize and restructure their staffs and permit processes to achieve better customer service and to assure that new development is consistent with local and state land use and environmental goals, policies, and regulations. David has responsibility for the operations of the City's Building Division, Permit Center, Development Review Division, and Strategic Planning; the latter includes staffing the City's Planning Commission. These functional areas were first brought together in a single department at the beginning of 2006. David has lived and worked in the greater Seattle area since 1978. He has two adult daughters.

Kirsten Taylor brings 20 years of municipal government experience to the City of Covington. Most recently she spent nine years as the Customer Service Manager for the City of Mercer Island, Development Services Department. Kirsten supervises the Permit Center and administrative operations, with a focus on customer service improvements. Kirsten was born and raised in Oregon, graduated from Gonzaga University with a BA in Political Science and Honors, and an MA in Counseling Psychology, and has been a resident of Maple Valley since 1989.

Kelly Thompson joined the City of Covington's Community Development Department as a Permit Technician in September of 2006. Before coming to the City of Covington, Kelly worked as a Deputy City Clerk after being promoted from Records Specialist for the City of Clyde Hill. Kelly’s background includes more than five years experience in municipal government, the past three responsible for permit processing.
 

BUILDING DIVISION
Building Official Robert Meyers

As the City's Building Official, Robert Meyers manages and oversees building and site engineering plan review, inspection, and enforcement processes to ensure compliance with City-adopted building, zoning, and construction codes and standards. Robert is a seasoned professional with over 24 years of construction and building code administration experience. He holds 10 ICC certificates in fire and life safety review, inspection, and building code administration, and is best known for his problem-solving and streamlining abilities.

Louis Quintanar joined the City of Covington as its Code Enforcement Officer in July 2006. He has six years of combined experience as a code enforcement and law enforcement officer. Louis investigates complaints concerning a broad range of violations of City codes, including abandoned vehicles, refuse issues, overgrown vegetation, unsafe/illegal structures, unlicensed businesses, and sign regulation. Louis is a member of the Washington State Code Enforcement Association and is fluent in Spanish.
 

DEVELOPMENT REVIEW DIVISION

Salina Lyons joined the City of Covington's Community Development Department in November 2006. As a Senior Planner, she is responsible for reviewing development plans for environmental review and code compliance. She provides support to the Community Development Director, Planning Manager, and Planning Commission on various long-range planning issues. Salina holds a Bachelor of Arts degree in Environmental Policy and Planning from Western Washington University and comes to the City of Covington with experience in project management, development review, GIS, and neighborhood planning and outreach. She is a member of the American Planning Association and the Washington Chapter of the American Planning Association.
 
Development Review Engineer Nelson Ogren

Nelson Ogren joined the City of Covington's Community Development Department in June 2007. As the Development Review Engineer, he is responsible for reviewing development plans for compliance with the City of Covington Design and Construction Standards and the King County Surface Water Design Manual. Nelson holds a Bachelor of Science degree in Civil Engineering from Gonzaga University and comes to the City of Covington with over 10 years of civil design experience.
 

STRATEGIC LONG RANGE PLANNING DIVISION
Planning Manager Richard Hart

Richard Hart brings 31 years of planning and community development experience to the City of Covington. Most recently Richard served eight years with the City of Mercer Island leading their planning and development operations. Richard was born and raised in Oklahoma. He completed four years of Architecture School at the University of Oklahoma, and went on to obtain a Bachelors Degree in Urban Geography from the University of Colorado and a Masters of Public Administration and City Planning from the University of Alaska. He is an AICP Certified Planner as well. Richard’s background includes long range policy planning, land use development and building permit development review, preparation of several Comprehensive Plans, revision of numerous Zoning and/or Unified Development Codes, and serving as project manager for three different cities’ downtown redevelopment plans. As the City’s Planning Manager, Richard is responsible for long range strategic planning for the City of Covington, development of its neighborhood and sub-area plans, management of annual updates to the Covington Comprehensive Plan, and revisions to the Covington Zoning Code. He also provides staff support for the Planning Commission and Covington Economic Development Council.
