2012 Comprehensive Plan Amendments Docket

Amendments to the City of Covington's Comprehensive Plan are allowed on an annual basis under Covington Municipal Code 14.25. The call for docket applications was posted online and published in the Covington Reporter in December 2011.  No applications for comprehensive plan amendments were received from the public prior to the deadline on February 13, 2012.  One Planning Commission and one staff proposal for amendments to the Comprehensive Plan were completed by the deadline and are described below. Through the month of February, the public has an opportunity to comment on the preliminary docket.

On April 5, 2012, the Planning Commission held a public hearing and received public testimony on their recommendation to the City Council of the proposed comprehensive plan and associated zoning code amendments for inclusion in the final 2012 docket.  After receiving public testimony and discussion the Planning Commission voted to forward a recommendation to the City Council to include all three amendments in the final 2012 docket.  Placement on the final docket does not mean the application will be approved. It only means there will be further analysis by city staff and will be considered for adoption by the City Council. Only items placed on the final docket may be considered for adoption.  

At the April 24, 2012, Covington City Council meeting, the council considered the Planning Commission's recommendation and voted to include all three items on the final 2012 docket.   Now that the city council has set the final docket for 2012, the final docket will be considered by the Planning Commission, who will hold an open record public hearing and make a final recommendation to the City Council for their final determination.

Amendment to policy DTP 2.4 of the Downtown Element to delete language that would allow stand alone residential structures in the Town Center Focus Area.  Additional language is included to clarify that structures with multifamily units must be part of a multi-story, mixed-use structure with ground floor, retail, restaurant and/ or personal service uses.

Amendment to language in the Comprehensive Plan’s Introduction Chapter (1.0) related to Criteria for Annexing Unincorporated Areas.  New and revised polices in the Land Use Element Section 2.8.2 Urban Growth Area and Potential Annexation Areas to guide future annexation review.  A new Comprehensive Plan appendix is proposed to include Criteria for Annexing Unincorporated Areas.
